Lt Governor's Award For Excellence in Public Administration

The Fredericton and Moncton Regional groups of the Institute of Public Administration of Canada (IPAC) are pleased to invite you to participate in the nomination process for the Lieutenant Governor’s Award for Excellence in Public Administration in New Brunswick.

What is IPAC?
IPAC is a private not-for-profit organization dedicated to advancing excellence in the public service through learning, networking and celebrating achievement among government, colleges, universities, and others interested in public administration. The Institute is committed to advocating the values and ideals of public service work.

Why an Award for excellence in public administration?
The Lieutenant Governor is the Patron for this Award.  The Award pays tribute to public sector practitioners and academics whose career exhibits the highest standard of excellence, dedication, and accomplishment.  It recognizes an outstanding individual and underscores the need for creative, highly skilled individuals in the public sector.  The Award recognizes significant contributions made on a sustained basis rather than as a result of any single exceptional public service deed or long service in the public sector.  Candidates will be judged on the criteria listed below which include their leadership skills, innovation, creativity, accomplishment, impact and values and ideals of public service.

Who is eligible for the Award?

  • The Award is open to academics or current or former practitioners in the area of public administration.
  • Executive members of the Institute, whether national or regional, are not eligible to receive the Award while holding office.
  • Persons currently holding elected public office at the municipal, provincial or federal level are not eligible during their term.
  • Service in any field of public administration, including work of an administrative or professional nature, should be considered relevant.  Professional contributions should relate to public administration rather than a scientific or technical perspective.

What criteria must be met?
The nomination must indicate how the candidate has demonstrated the following, in the field of public administration:

  • Embodiment of the values and ideals of public service
  • Accomplishment and/or impact
  • Leadership
  • Innovation and/or creativity

What is the nomination procedure?
Nominations may be in French or English, typewritten, and submitted with the following components:

Nomination letter – a cover letter including the name, address, telephone number and organization of both the nominee and nominator(s).

Biography – a brief summary (not more than three pages) of the nominee’s educational background, positions held, civic and professional involvement and other relevant data.

Accomplishments – a narrative based on the selection criteria for the Award (not exceeding five pages) explaining the basis for the nomination that, in the opinion of the nominator(s), qualifies the nominee for the award, with such supporting evidence as may be appropriate for the Selection Committee to consider.

References – letters from at least three persons in support of the nomination.

The Selection Committee will make the judgment solely on the basis of the information received and will not seek additional information about any of the nominees.

Please note that, in making its decision, the Selection Committee attaches considerable importance to the nature and the quality of the documentation submitted by the nominators.

Nominations received for the Award in any given year will be considered automatically for the next two years after receipt of a renewal of nomination letter by nominator(s).  The Award however may not be awarded every year.

The names of the nominees and the ranking of the nominees by the Selection Committee shall be treated confidentially.

Who selects the Award recipient?
Each year the two IPAC Chairs (Fredericton and Moncton) will strike a Selection Committee consisting of:

A previous Award Winner as Chair and Senior Representatives from the following sectors:

Provincial
Federal
University
Municipal
A member of IPAC Fredericton to serve as Secretary (non-voting)

The deadline for receipt of nominations is March 31st.

What is the Award?
The recipient will receive a pewter bowl, crafted in New Brunswick, as well as a certificate signed by the Lieutenant Governor.

IPAC will make a donation, on behalf of the recipient, towards the purchase of books to be given to a New Brunswick public library of the recipient’s choice.  A plaque listing the names of Award recipients is prominently displayed in a public building.  The names of Award recipients are also posted on the IPAC website http://ipacfredericton.ca.

When is the Award presented?
The Lieutenant Governor presents the Award annually during the Fall. The name of the recipient is announced in the Fall.

Where are submissions sent?
Anyone may nominate a person for the Award by submitting their nominations to the mailing address/e-mail address listed at the back of this document.

Re: THE ORDER OF CANADA

Each year, the Institute proposes three candidates for appointment to the Order of Canada. It has become the practice that the President and President-Elect select these names from the lists of those who have been nominated as candidates for the Vanier Medal.

A few years ago, the Executive committee decided to invite regional groups to suggest additional names for consideration by the President and President-Elect.

Each nomination should be accompanied by a biographical sketch setting out in some detail the career and achievements of the nominee. It is especially helpful to have the personal testimony of close associates.
Proposals of names for consideration by the President and President-Elect as the Institute’s nominations to the Order of Canada should reach the National Office no later than April 15, 2006.
